Name and Time of Meetings
Section 1 This Mark Master Lodge shall be known as Keystone Mark Masons Lodge No. 0.
Section 2 The Lodge will meet four times a year: January, March, June, and September.
Section 3 The Right Worshipful Master may call a special meeting whenever there is, in his judgment, any necessity therefore. Due notice shall be given in traditional or electronic format.
Section 4 At least eight (8) members of the Lodge must be present for a meeting to take place.
Officers and Elections
Section 1 The officers of this Lodge shall be the Right Worshipful Master, Senior Warden, Junior Warden, Treasurer, Secretary, Chaplain, Senior Deacon, Junior Deacon, Master Overseer, Senior Overseer, Junior Overseer, Marshal, Tyler and three Trustees.
Section 2 The Right Worshipful Master, Senior Warden, Junior Warden, Treasurer, and Secretary shall be elected annually by ballot. One Trustee shall be elected each year to a three year term. All other officers shall be appointed by the Right Worshipful Master on or before the date of his installation.
Section 3 At the first regular meeting in September of each year, the election of officers shall be held. No member is entitled to a vote that is not clear on the books of the Lodge. A majority of all the votes cast shall be necessary for a choice. Blank votes shall not be counted. An installation of officers may be held the same evening or shall be called prior to St. John's Day in December.
Section 4 To be elected or appointed to an office of this Lodge, a member must be clear on the books of the Lodge, has received the degree of Royal Arch and is a member in good-standing of a Royal Arch Chapter.
Duties of Officers
Section 1 The Right Worshipful Master shall preside over every meeting; preserve order and decorum among the members; and see that the By-Laws of this Lodge, the Constitution, By-Laws, and Regulations of the General Grand Chapter of Royal Arch Masons and of the Grand Chapter, R.A.M. of Utah and the ancient customs of Freemasonry are duly observed and enforced.
Section 2 The Senior Warden shall, in the absence of the Right Worshipful Master, assume his powers and prerogatives.
Section 3 The Junior Warden shall, in the absence of the Right Worshipful Master and the Senior Warden, assume his powers and prerogatives.
Section 4 The Treasurer shall receive from the Secretary all monies belonging to the Lodge; shall pay all orders directed by the Lodge when signed by the Right Worshipful Master and countersigned by the Secretary; shall keep a correct account of receipts and disbursements and make a full report thereof at the annual convocation each year, and also whenever required to do so by the Lodge. He shall turn over all monies, books, papers, and other property pertaining to his office in his possession to his successor when installed and qualified, or as the Lodge may direct.
Section 5 The Secretary shall keep a correct record of the proceedings of the Lodge; keep a correct account with each member; receive all monies due to the Lodge and pay the same over to the Treasurer, taking his receipt thereof; issue notices and summons whenever required to do so. He shall communicate to the Grand Secretary all rejections, suspensions, expulsions, and reinstatements by the Lodge, and make reports to the Grand Chapter when required. He shall take charge of the Seal, books, papers, etc, belonging to the Lodge, and shall deliver them over to his successor, or to a committee appointed by the Lodge, whenever called upon; he shall keep a correct list of all members, and shall report to the Lodge at the Annual Meeting each year a statement of all unpaid balances, with the names of the delinquents; and inform all committees of their appointment, and the purpose for which they are appointed.
Section 5A The Secretary will receive no compensation for his services.
Section 6 The Tyler shall tile all Meetings of the Lodge; and shall serve notices and summonses when required to do so; he shall see that the Lodge room and furniture are in good and proper condition for the holding of Meetings at the appointed time; and shall perform such other duties pertaining to his office as may be required of him.
Section 7 The funds, jewels, furniture, and other property belonging to this Lodge are hereby vested and declared to be the property of the Trustees and their successors in office forever for the use of the Lodge. The Trustees shall carefully guard and preserve all property of the Lodge; and shall invest its funds, and shall reinvest, collect, or otherwise dispose of the same, as the Lodge shall from time to time direct. They shall carefully examine the books and accounts of the Treasurer and Secretary prior to the Annual Meeting each year, and report upon them to the Lodge at such Meeting. They shall make a full report at the Annual Meeting each year of the condition of the property of the Lodge, and the state of its funds, and shall make such other and further reports and perform such other duties as the Lodge may direct.
Dues and Fees
Section 1 The dues of each member of this Lodge shall be fifty dollars ($50) per annum, payable on or before January 1st of each year.
Section 2 The fee to receive the degree of Mark Master will be fifty dollars ($50).
Section 3 Half of all moneys will be paid to the Royal Arch Masons-Royal Arch Research Assistance (RARA) for Central Auditory Processing Disorders.
Membership and Petitions
Section 1 Petition for degree: any Master Mason in good standing with his Blue Lodge may apply for the degree. All petitions must be signed by two members of the Lodge in good standing and include the degree fee.
Section 1A Although full membership in a Royal Arch Chapter will be encouraged, a new Mark Master will not be obligated to become a Royal Arch Mason.
Section 2 Affiliation: any Royal Arch Mason in good standing with a Chapter of Royal Arch Masons in the State of Utah may apply for affiliation. All petitions must be signed by two members of the Lodge in good standing.
Section 3 All petitions for the degree or affiliation shall be referred to a committee of three members of the Lodge, which committee shall make careful inquiry in the character and qualifications of the candidate and report thereon.
Section 4 The fee for the degree of this Lodge shall be fifty dollars ($50), which sum shall accompany the petition.
Section 5 A petition for the degree or for affiliation must be acted upon within three months after it is presented, except in the case of the petitioner’s death or removal from the jurisdiction, in which event the fee will be returned.
Section 6 Should the applicant for the degree be elected and fail to come forward within three months, his fee shall be forfeited and nothing further can be done in the case, unless for good reasons the Lodge otherwise directs.
Section 7 Should the applicant be rejected, the deposit fee shall be returned to him.
Section 8 Petitions may be voted upon in the same Meeting in which presented.
Section 1 The Lodge can confer the degree of Mark Master only.
Section 2 The degree will be performed under the ritual of The General Grand Chapter of Royal Arch Masons of Utah only.
Section 3 The Lodge will assist in all York Rite Festivals at the request of the General Grand Chapter of Royal Arch Masons of Utah.
By-laws, Amendments, etc
Section 1 All members of the Lodge are required to sign the By-laws upon being Advanced or Affiliated.
Section 2 These By-laws may be amended or altered upon notice in writing filed with the Secretary at a Stated Meeting. The Secretary shall give written notice of the proposed amendment or alteration by mail to each member of the Lodge at least fifteen (15) day before the next Stated Meeting. At the next Stated Meeting after the notice of amendment or alteration is received, the same shall be voted upon, and if two-thirds of the members present concur, shall be adopted, subject to approval by the Grand High Priest.
